Privaty appearing in the dream suggests the Commander _does_ see her in a certain way.
I love that goes from "oh god, it's Rapunzel in the command center" to "OH GOD, it's Isabel!", and then "oh god, it's also Rapunzel"... then so on. And to top it all off, the commander took inspiration from this dream with that one prank.
He was lucky that the dream did not involve sakura and Rosanna 😭 or else there would be a possible shootout in his dream
