23:00 In my area of Toronto, there are quite a few boulevard multiuse trails, and plans to build out a pretty extensive network. However, there are very few so-called 'cross-rided' and legally cyclists are required to dismount and walk to cross the intersection, where these paths cross side streets, which is quite onerous. Compliance is low (and many people ride on sidewalks). The city is sloooowly added more bike signals and crossrides, but the vast majority of MUT intersections require dismounting.

Sorry, there is no bad weather, just crappy clothing when cycling. Oh, and crappy winter bicycles. When you expect your super light road bike to survive winter, get a useful bicycle.
