It's a camera bug that happens when you try to shoot a dart at the same time the camera gets destroyed. Only you will hear the sound because it's not registered as a shot on the server. Hence why the mag goes to full right after, the server updates the client with the correct information about the ammo

If you mean other Cypher players, it depends on the rank. The higher up in rank you go, the harder it is to keep the cam hidden. That's because there's an icon on the minimap when players have vision to the camera. So in order to get maximum value out of it when fighting, dart is better. But if you can keep the cam hidden, ping is 100% better because it doesn't reveal the cam position
