PSA: you don't actually need to run SP passives here if you're soloing. Due to the weird way the final dungeon node works, if Don dies and you get a "Defeat" screen without being sent back to the checkpoint, you'll still be able to use her (since she's mandatory to frontline here) and she'll retain her SP and regain all HP. Consider this an additional challenge, I guess?
He did it for the challenge. There is no way to make this fight without modding the game, I think. You are not allowed to use Base Don in this fight (the game softlocked if you have no Don IDs), and I believe having 0 sin resources is nigh impossible. So after he spent time modding it to become extremely difficult, of course he would not boost Don's SP.
It does directly lock you out of playing her. At launch there was an overlay that specifically said as much but that seemingly was removed with the hot fix that disabled supports

BTW, in the first phase, you should prioritize clashing over destroying the gondolas until you have full SP; that way you can clash everything and soak attacks with evades much more reliably. Wasn’t needed here, but you could have gotten to the second part with much more health.
