We can see that slowing down the music and not singing live, allowed him to reach his best level. But after the HWT, he never danced the same again. Shake one of your legs leg left to right while keeping it held to the ground with its toe, your other leg does the same thing but just without the need to stay on the ground. For the HIStory Tour he alternates the legs holding down to the ground to make the free leg indistinguishable. Just keep doing it until your legs cause a category 5 earthquake and it'll work.
He used to do it occasionaly between 1969-1977. I've never seen him doing it later in his career though, guess it wasn't his bag. But he could pull it off for sure.
