If you mean that you believe that that is the definition of a continuous mapping, then the answer is no: for a continuous mapping, the preimage of any open set in the codomain of said mapping is open, and not necessarily the other way around.

the definition you give for an open function is for continuous mappings is it not?
no it's just for mappings in general, the concept is one from topology if you are curious
