You need to get the Rainbow Balloon from BB's Air Adventure first.

Because not every badge has a skin
It’s because if you get badges that are connected to the others similar they unlock them

They're both gamepass compensations from an older game the team of Legacy worked on that was closed. So sadly you cannot obtain them anymore.
