They brought Angel back from the dead to prepare him for his own spin-off series. But until then, he only appeared in dream sequences.

Isn't there a promo for Buffy s3 that announces Seth Green's addition to the show? ("Seth Green joins the cast of Buffy the Vampire Slayer"), he originally was introduced as recurring during the previous season.
