In some cases I think this method is not the best, Premiere pro now uses both gpu, you have to make some changes in PrPro preference tab

if premiere dont use your GPU here's an easy fix i found:
go to Preferences > Media, and Select both "Enable hardware accelerated decoding" (nvidia) > Restart

People here are the update. I followed his instructions and tried to render some files but it didn't work out, later I changed all the settings from the video to Normal settings and updated the driver from Nvidia and (it's in one of the steps he adds Premier pro) in GPU settings I just reset the preference. And restarted my computer. And now it's performing well than before...so my suggestion is to try in your own way guys...each and every GPU has its own process and problem..so please solve it yourself...

My GPU is being used while exporting video and normal playback in adobe premier pro timeline but when I just manually render applied effects from sequence setting to smooth down the timeline it doesn't use GPU

It’s mostly due to extreme load on your cpu. Make sure you are not running any applications in the background like google chrome
