Because an increase in hiring would effectively eliminate Batman’s role. Does the public support Batman because he essentially prevents the government from raising taxes? Are taxes so bad that they would rather have an understaffed police force, no social programs, the inability to prosecute vicious criminals at the state or federal level, or sufficiently detain / execute these dangerous criminals? What blame does Batman bear at the actual government does not?

While I appreciate my heroes having hard lines they wont cross, the idea that they wouldn't kill ever is pretty childish to me. It's an entirely different thing for a court to convict someone, with the amount of false convictions and innocents put on death row. But the Joker is literally openly bragging about what he does, there is no doubt to his guilt. And to let him live is to become culpable in his crimes, it's that simple.
The only reason the law can't kill the Joker is because of his insanity. The only reason Batman can't kill him can vary depending on who you ask. I believe Batman won't let himself kill because once he does, he won't be able to stop himself from executing every criminal he spots because he is somewhat insane as well.

I mean they're fictional characters so they can do whatever the writer wants, just kind of silly that the story intentionally makes Batman culpable. Batman having a point about the slippery slope doesn't change the fact that his actions are not solving the issue, just stopping the killing for small amounts of time. The writers could choose to keep Joker locked up so Batman is making some progress, or write more stories where villains are rehabilitated, but that's not the nature of the story. Then you have to keep making new villains, so Batman being ineffective is really just a longevity of IP issue.
Diana is a warrior and as such has a different view on her actions than others. IMO she tends to be more like The Punisher than Batman but not as bloody.
