I wouldn't call Latvaria Doom's headquarters. It's Castle Doomstad that's his headquarters. It's where he lives, "entertains" "guests" (sometimes without quotation marks, depending on the occasion), and where he used to perform his ritual attempt to save his mother's soul from Mephisto every year.
Odd you chose to say the citizens of Latvaria are poor/fear Doom. A lot of comic iterations including his earliest appearances show the people of Latvaria loving Doom as their leader because he freed them of their prior tyrants, nobody starves or commits crimes anymore, and everyone is generally happy/at peace in the small nation.
Yeah people can be somewhat fearful of their supreme leader, and yet happy with their lives. After all, Latverians love living in their country and reject any offers to "escape".
This is really good discussion point. I think it depends on the author's portrayal of Doom and the state of Latveria. I've read comics that depict Doom as a kind and honorable leader like you said, and others that depict him as a manipulative tyrant. I enjoy the former because I think it adds an interesting layer to his character, but I think the latter is what many might expect from him. For instance, if the story is written from Doom's perspective, then he tends to be (or at least believe he is) a benevolent and misunderstood ruler. However, if we read from say the Fantastic Four's perspective, he's an inexorable and egomaniacal dictator.
I never realized there was a villain bar in my home town. It's actually 'Medina' w a hard 'I', not 'E'. Now I'm wondering why on earth the writers would pick a fairly small town that's mostly populated by yuppies & rednecks (odd combination but that's what it is. The newbies that moved in all the developments made on former farmland & the rednecks that used to own it).
His list was missing a few items. That being said, has the Hellfire Club ever talked about or emphasized their headquarters? Do they even HAVE headquarters? From all indications they don't have a single fixed headquarters, but have multiple or meet wherever is opulent and convenient.
