Marino probably would've put the Jets over the top, but at the same time, Marino is proof that you can have the best QB in the game (plus the winningest coach ever) and still not win a Super Bowl! It's a tough league, and so much comes down to timing. But Dan never had a defense like the Sack Exchange, as you mention. Pennington was damn good until he started getting hurt. He was the complete opposite of Brady in terms of injury luck, but I don't think he was much less talented, especially not early on. Injured AND talented enough to win Comeback Player of the Year twice!
