I would say it does have room to wear a hoodie no problem. It is spacious inside (in my opinion). You should be okay to get your size and wear a hoodie with it!

Okay I’m 5’8 around 140. Have wide shoulders. My north face nuptse is a medium. I wear mainly boxy oversized t shirts in smalls if that helps? Should I go a small or xs if I want a slight oversize fit in the gap jacket?

I think if you don't want it to look too oversized, get an XS, it will certainly be more fitted. But a small I feel fine in it, and I think it fits as intended ( a size small)
