The actions that create RAS do not need to be illegal in and of themselves. RAS takes it out of consensual conversation and into an investigatory detainment. Once a cop has RAS, in many states he can demand ID. Even in states which do not require a suspect ID himself in this situation, it can be a crime to provide FALSE ID.
