From my experience, I always start at base for the "story" of the fight. Start at base and slowly go up the transformations. It gave me the personal feeling of escalation in the fights
They have a points system for ranked play. Each character costs a certain amount of points and the base forms will obviously be cheaper than their transformed versions, so you could take one or two extremely strong characters or up to five weaker ones.
As for picking a lower form of a character over a higher one, each character's form changes their move kit. So SSJ Vegeta may have a tool that Blue Vegeta may not have. For example, Base Goku has access to the Spirit Bomb *because* he's in base, so it's lore accurate that he can gather energy. So you'd stick with Base and gather energy in order to launch the Spirit Bomb and do massive damage.
Broly does have super armor, but I don't think he gets it until he transforms into Legendary Super Saiyan (he has regular Super Saiyan as well). When he does get super armor only certain characters can stagger him with hits. It's like that with other more giant characters too.
They made it more dynamic here, though. Adding follow ups with tagging mid combo is one of the things I wanted. Sad about team ults from RB2 though....
Honestly, I never got into Xenoverse either despite being a Tenkaichi guy from I to III. The combos of that game just seemed a bit stale to me, even compared to BT3.

There's no depth in arena games, especially this one. The casuals who don't even know how to play real fighting games will try to convince there is, but there isn't. All the characters play the same and the game is terribly unbalanced. You'll literally be doing the same combos with every single character. There's no character specific tech to learn and uncover. This is a party game, bro. All the characters are bound to the mechanics in the game and have nothing to offer as characters mechanically. The only difference you'll see is some characters hit fast, medium, or slow. And all characters have the same health. Only some like Broly might have armor. But, yeah, don't expect much from this game. It'll get boring. It's full of gimmicks and no substance. Transformations shouldn't impress anyone anymore, it's a GIMMICK. It doesn't affect gameplay at all. You just change and have access to aesthetically new auto-combos and changed special moves. Nothing fundamentally impacful.

The appeal of this game is literally the in game transformations, why on earth would you not want to transform mid game, that’s the hype. People were so tired of having not being able to transform in recent previous games, this is a speciality of this series.

Aside from the feel of working your way up through transformations, just about every transformation has different moves from the others. For example, SSJ Gogeta has access to Rising Vortex (the milly rock combo) and no other form of Gogeta has it (because thats the form he did it in in the movie) and SSB Gogeta has Meteor Explosion. Transformations are all gonna have some level of differentiality from them
Hey man, love your enthusiasm. So in Tenkaichi 3 on Tag Battles you could switch between partners, so it is not new. Defense in Tenkaichi games is more about Perfect Dodge (think of it as a perfect parry as well because you can counter with that as well), also in Tenkaichi 3 you could block High/Low combos.
