CA vs Hate Press Conference: May 4, 2023

Joined by state and community leaders, the California Civil Rights Department held a press conference to announce the official launch of California vs Hate, a new hotline and initiative to report and address hate across California.

Here's the question nobody is asking:
WHO decides what is "hate"?
Why is it separate from the justice system? Don't we have hate crime laws on the books already?
How are these "acts of hate" prosecuted?
