I wanted to know whether a normal student can easily get 30 hours of work as a part time job or does he have to make efforts for that also.?
It can take a few months to get a job so be prepared for the first 6-8 months. Once you get it, then having 30 hours per week of work is pretty normal or easy to get.

Honestly, the job situation is not good in whole of the Finland. Lappeenranta and Oulu both are smaller cities. But if you are studying engineering then I would suggest choosing Oulu considering Nokia being there can lead to better opportunities.
