Gungnir can summon bifrost but not on its own, Odin force did the job , its just a tool to cast the spell . even the hofund cannot summon bifrost if the wielder cant use dark magic . The only weapon can summon the bifrost on its own is stormbreaker .

Got imprisioned not for being evil but because Odin had a change of heart and she didn't support the change, was the rightful heir to the throne and was willing to integrate into society without violence but was attacked on site and even made the worthless janitor her right hand man because he was the only person who actually decided to bow down to her. Like she obviously was a tyrant that needed to be stopped but if you look at the energy that Thor expresses in the first movie, you can see the resemblance in mentalites except Odin corrected Thor's conquerer behavior before it became too late and he used Hela's conquerer energy to help him take over the 9 realms before pulling a complete 180.
Silly Hela doesn't know that she can open the bifrost with odins staff that was right beside her in the throne room.. Loki opened the bifrost with it for the frost giants in thor 1 and he also used it later when he tryed to destroy Jotenhiem.

We were robbed of scenes of Helas armies waging wars abroad. Even a small montage would have been nice. I suspect either they lacked the budget or it would be too dark for a comedy movie.
