except Ripper can do that in standard tuning, listen to Framing Armageddon. There is a reason why Halford never tuned down to C# or C Standard, his vocals aren't gritty and heavy enough.

Screams are easy to do...drop D tuning...not standard tuning... Halfords screams are tougher in standard tuning..more stress on vocals..
