The straw fruit was updated (or broken) to no longer work on players, im thinking its an intended feature so people don't use the fruit on friends with logia
Sen, straw isn't bugged it's based off HAKI If your haki is EQUAL to or AROUND 5% stronger or weaker then there is a 95% chance per M1 hit you WON'T get his straw doll. But if you are beyond him in haki over 5% then the Straw Fruit is basically a 100% chance of getting his doll.
Sen the reason the wara wars doesn't work is because the player with the fruit needs to have higher hakixp than the target. Hope this helps. Just use the command /hakiexp.
