That is a good question actually, I myself was wondering why did she not decided to activate them earlier because that would give her advantage on restricting them to activate spells, right? Well, one of the few theories that I can get here is that Dark Magician Girl is afraid to run out of spellcasters on her field, because with none then she would end up not being able to activate spells. TLDR version: She's not rushing the plays in case of messing up.
