The function of the police is to do both suppress thieves/law breakers and also to suppress political protests those in power wish suppressed and in fact passed laws to make them illegal. What the police is doing is showing the priority of our leaders.
The politicians made robbing malls legal as long as they take less than $1000 worth of merchandise, so the police can't do anything there except say, "Hey, that's unethical--stealing is wrong!" to them.
