While there isn't really anything they can actually do about it, they have to put in some kind of minimum effort to dissuade people. Basically just doing his job. :shrug:

They threw the plates I the back because the owner died and they threw the plates in because it will be held for probate until the heirs collect it, or junk it, or the county takes it as payment for storage.
