This type of rain storm is not a blessing. It doesn’t soak into the ground because the ground is already too saturated. Therefore almost all of it all runs off and ends up in the ocean. None of it goes into ground water. And we are missing an ocean of ground water right now. So we need rain over the whole winter with breaks in between so it can dry out a little bit which allows more of the water to soak in more, instead of running off. Especially in cities where Like SanFrancisco where 99% of the earth is either covered by a house or office building.
