I would follow the recommendations of the State Department. In my own experience after visiting Dubai, it is a clean, modern , and glitzy big city unlike many of the places in that part of the world. Everyone I met working in Dubai was from elsewhere, mostly from India, Pakistan, Indonesia, SriLanka, and Nepal. Never met any locals. If you go and decide to add a desert experience, check out my video on the nearby AL Maha Luxury Collection Resort. (One tip is I found taxis generally cheaper than uber. )
