Did you forget how many times she voiced to both Kyesook and Soowon that she is against the engagement? And for many times they said that this engagement is not real. Plus Hak is aware that Yona is doing her best to protect both her country & him with dragons. The whole thing is too complicated but Yona doesn't love Soowon anymore and didn't forgive him either
