Well, that should be the job of elected representative. I loved and worked in Canada and nobody tells MLA and mayors what to do and what not to do.

Anyway, it’s not at all a “sad thing” that CM Mann is telling them like a school kid what to do, rather it is a warning that they will not get a second chance if caught with corruption. Canada obviously has high level corruption cause they fix most their debts by printing money. India has a much more complex political system. AAP has already promised much more than what you are suggesting here and has started to show the work already.

If MLA will not remain in Chandigarh then how works will be done as offices of everything are in Chandigarh .MLA numbers of each constituency should be made known to people of constituency so that they can send their problems through SMS or WhatsApp or to local/ or any permanent address of MLA by post or by hand if they are staying near by .They should get feedback within 15-20 days from MLA office / CM office or respective departments .
Officers will have to go to ministers. As long as officers are sitting in secretariat instead of visiting places and knowing problems, progress will not happen.
Y don't you start a new party and fight elections and execute your ideas... In India problem is everyone is talented.. if anything good or wrong everyone wil start pointing fingers before work gets started...
