A strong family unit with morales were common prior to the 60's, their income was not a determinent in their behavior. Many poor strong family's were some of the best citizens and made up a huge portion of the population in NY through the 50's. As he shows in the crime rate increase this is also when the father's leave the family, and children are raised by the streets. This moral decay and break up of the often Christian family unit was pushed by popular society, politics, and culture. He gives a passing comment addressing family but then dedicates more time to other reasons such as "less eyes on the citizens" due to the transition of living from slums shacks to new brick apartments. Again, the structure of the house has nothing to do with parents raising kids. Responsible parenting had plumeted due to the far left encouraging the break up of the family unit. He says Ford didn't help, I read Ford approved 2.3 BILLION on Dec 1975.
