It’s called a dead box. They get them by opening cases, pulling the big rip and the odds of the other boxes having good value goes down, so they mark them as dead boxes and use the packs for something like this.

felt like you could have done 1-4 reroll 5 and 6
After first was gone, roll 1-2 = 1, 3-4 = 2, 5-6 = 3
After second is picked 1-3 = 1, 4-6 = 2

Sadly this is the case with most tins regardless of the card game theyre for. Though i did personally witness a one ring pull from this specific tin. That said, i immediately told the guy to go buy a lottery ticket 😂
