It's not impossible for you; course specific requirements vary widely and 3.8 is the minimum bar for entry for a very large handful of courses at Cambridge. Generally speaking Oxford is harder in grade requirements than Cambridge but even then the 3.82 you have will open the majority of doors. Look at the specific course and decide on a case-by-case basis.

When I was at school, you couldn't apply to both Cambridge AND Oxford. Only one.

For a Cambridge CV, what page limit would you advise?
My CV was 2 pages but people recommend different lengths. As long as you can fill up 1 page then you're good to go :)
