It's on the pitcher to prevent the attempted steal by changing up their timing, stepping off the mound, etc. The goal here isn't to get the out on the attempted steal, it's to prevent the attempt in the first place.

Our farm system directors, our scouts, etc. we base a lot of our success off analytics and the incompetence of a lot of these GMs and owners don’t want to go by that but instead their own egos; that’s why no team can mimic what we do. Something as small as having a defensive shift, Tampa was one of the first teams to do so. They just play the right way.
