At the 88 Olympics the women racers only wore panties under their stretch suits. Not sure what todays racers keep warm with.
They dont, or more exactly they use warm jackeds and pants as long as posible then they take them of just when they are about to start. They are also very quic to change and take on some warm cloth where they have finished.
