JOINT SECRETARY is mostly at a post just below DIRECTOR or at par exclusively in Odisha Govt... More over after Director/ Collector posts, most OAS officers become SPECIAL SECRETARY and rarely some become Addnl. Secretary U can check hierarchy of IAS Posts in Wikipedia too...
