(No spoilers) In your defense the first few marines aren’t the best examples of “good marines”. Think of the ideal Marine as having the mentality of Coby. Axe Hand Morgan is an example of a very corrupt Marine. Thankfully he gets arrested as soon as he’s introduced. Full Metal is a bit eccentric but he’s not terrorizing any towns, like Morgan. Then your average Marines are the guys who recruited Coby.
Yeah, Full Body is a jerk, but he's hardly corrupt. Which kind of can be said about most "Antagonist" Marines in the series. They're either very harsh or follow very specific brands of justice.
the way i see it is there's no reason to think the marines are completely corrupt, but they're a super huge organisation that spans across all the seas, so there's less transparency in these lower ranks where alot of the injustices and power flaunting goes unpunished. It's like the further out they get, the less control/monitoring they actually have.

Although it wasn't ever explained. Kuina "slipping down the stairs" is still a mystery. In Japan, slipping down the stairs is another way of saying "committed suicide"
I thought this for a long time and it could be. However, it's also possible that she really did fall down the stairs carrying the stuff to sharpen her sword that Zoro dulled so much. The guilt could be why Zoro treats himself so harshly.
I don"t buy it , it was rather clear and detailled as an accident . I see it as people searching bigger meaning than there actually is . In suicides hidden as accident , people are just vague , not that detailled , precisely to be evasive and skip the topic . That's the whole point of such euphemisms . Also the origin of this is dubious at best . Nowhere in Japanese culture is there evidence to support the whole idea of "falling down the stairs equals suicide" , it's an urban myth spread by some One Piece fans , with nothing backing it up . Anyone can check it , the only times it would pop up in searches involve One Piece theories . "Falling from the stairs" is more commonly an euphemism for domestic abuse
