      Big time. And that's why the hackamore is ineffective. Unless the rider is the person who taught this horse as a baby, it's not her fault. Most horses in the UK are not able to lead. Not properly anyway, so many people think clipping a rope on something and it *sort of* going the general direction counts and it doesn't. The rope should rarely have more than a feather touch on it, they should move away from you stepping into their space or out of it without any pulling, they should remain by your shoulder not pull ahead not drag behind. If that doesn't sound like your horse your horse can't lead. And if they can't lead they can't ride bitless or really be safe or dependable on the ground either.
