Gwen Tolbart has had quite a career post The Network, including CTV in Montreal, CBS in Dallas and now at Fox in DC. Along with winning many awards. I wonder why all the good meteorologists end up in the US ?

So I also suppose, the Prairies had a separate feed from the east, because that Regional forecast did show an "in-studio" Regional report for Eastern/Atlantic Canada and BC. When I visited Ottawa in 1992, MeteoMedia showed Ottawa french viewers a graphical Regional forecast. Assuming that the satellite service programing simply blocked the Easterb/Atlantic video feed.
I wrote an LTE to the Winnipeg Free Press in 1991 asking Videon Cable-tv to add The Weather Network to its lineup, or I'd consider getting a satellite dish. It took them between 6 - 9 months, but they eventually pulled through.
I streamed that music track from Sound Ideas, it's titled "Test Run". Mix100 FM North Bay Ontario, used that same track, to promote "Today's Parent Radio" in the mid 1990s.

What I don't understand about the Regional Forecast here is, why was the WeatherSTAR used with voice overs, instead of going to an on-air presenter? I know MeteoMedia used the same on the French channel when this new format started for their Regional forecast, yet the french viewers in Ottawa never saw an on-air presenter either.

Yes, that is actually a modified WeatherSTAR 4000. This one is slightly different to the original The Weather Channel's 4000.
