If you want to have licensed cars from irl in a racing game, you need to pay for it. Forza bought license for the first 3 horizon games for 4 years. That means that after 4 years from the release of each horizon game the license ends, meaning that you cannot no longer sell a game with these cars in it, unless they would renew somehow the license, which they didn’t. But for ex FH4 is available for longer than 4 years which means that the license is bought for longer, which means that you can still buy the game and it’s dlcs because the license got bought for a longer time period.

Never say never, but it's a long shot. Forza is one of the few franchises Xbox has that has remained pretty solid, though the motorsport side of the series has had its issues.
