*Jim Hacker:* The three articles of civil service faith: It takes longer to do things quickly, it's more expensive to do them cheaply, and it's more democratic to do them in secret.
The first two are kind of true actually. It's a fact that cheap stuff breaks faster and needs more maintenance, making it more expensive on the long run. And doing things quickly often means doing then poorly, so you need to waste time redoing it correctly.
Don't know about the third one, tho.
@@TheNefastor The last one is true too, actually. Because majority of population... well, let's say do not have proper competency to make decisions, so they just follow mass media propaganda, which is basically controlled either by government or opposition or whoever own these sources. Nothing like democracy, pure manupulation. So decisions made by few expert people who really know what they are doing usually better for people than what these people are actually asking for. Well, provided that those experts are not corrupted, but mass media bosses are always corrupted, so it can't be worse anyway.

The fact that Hacker manages to stay sane and then becomes the Prime Minister is nothing short of a miracle I'd say.

I worked in the Civil Service, and they quite often brought people in from 'outside' into managerial positions. Quite often, they were soon back on the 'outside' when they realised that their skills counted for little in Humphrey's world.
Humphrey's analysis is fairly accurate, its a world unto itself. Frankly if you're moving from senior management in industry to senior management in government you're doing yourself a big disservice.
@Frank Wharton-Hughes I'm not certain that is a realistic goal. Those transferring from industry directly into the civil service would not be assuming permanent secretary roles. Since it is the civil service which mediated promotions we can assume if the goals of those who did transfer weren't inline with the service, that they wouldn't attain a position which would really be able to wield power.
Whereas in industry, they're certainly able to influence government, through indirect means.

I work in the UK civil service, it has evolved to an extent but you certainly have to learn the art of being a civil servant.
For all its faults the civil service is a lot more technocratic than people give them credit for. They may be old bureaucrats worrying about every penny of their salaries, but more often than not the red tape is there for a reason. It's them, not career politicians, who carry out government policy

@@mansishukla6779 it is a quote from sir Humphrey when the board of civil servant officials gives excuses for denying female officials promotions to over/under secretaries. The quote is about the institutionalised sexism of the civil servants in the 80:s not the opinion of the one you replied too
There's a great shortage of women applicants as building labourers. There are far too few male applicants for midwives.
Suitability is sometimes the deciding factor.
The pretence of equality requires underhandedness; such as a company Founder needing legally to interview many, after having already decided whom to hire: male, female, white, or black. If advertising rules allowed them to be honest about their intentions, which they often implement regardless, all those who had raised their hopes, travelled miles, and had their time thrown away, merely because an Employer had to maintain appearances, they could have applied elsewhere, and may have been employed.

To give Humphrey a tiny bit of credit (only a tiny bit mind) if there's a four year timetable, then you would have time to widen recruitment. You'd be able to see results within a couple of hiring rounds.

they always came up with a solution at the end, one of the best of British comedies.
Their use of the English language is so beautiful. You never hear that newer and wonderful phrase, "At the end of the day."
I have a cousin who worked at the civil service and when he retired the one phrase he absolutely hated was "At the end of the day." Lol. I guess the phrase gets used a lot at the civil service.
So funny even in 2020 and watched it originally when it came out.
Today some would doubt that women exist and that Bill Gates implanted them.

Humphrey had a point. To do a job properly, you have to be well trained for it. You can't have any random person be hired to do a job. Then you'd just get people like politicians.
He was doing the right thing, albeit for the wrong reasons....
He's opposing replacing men who can do their job and have already been hired with women arbitrarily. That's not a bad thing. Just hiring someone because they're a woman is as retarded as hiring somone because they're a man.
True, but that's often a self-fulfilling bent of logic. If we're describing a highly technical position, such as a lawyer or a physician, it's true that a lower position in the field, such as a legal secretary or an orderly, cannot be 'promoted' into it without additional education or training. For administrative jobs, this isn't usually the case. Consider the phenomenon where every company hiring for a particular position requires a minimum 2 years experience in the same role: you end up working from a small pool of candidates that never expands because no one is willing to invest in training a new candidate. If you're not willing to take some assumption of risk in training an employee for a position above their current level, but on their current track, it's a good sign you're a sh***y employer.

In fact, neither do most people when they talk about getting more women into work. Or anyone from a 'diverse' background. Definitely doesn't help their position. Maybe you could do their job for them ;)

Just a fantastic series,i think they should have used stephen fry,hugh laurie and rowan atkinson for the remake,they would have knocked it out of the park.

That is if they would have accepted the roles,i just think these three would have had a great chemistry just as they did in Blackadder.
Blackadder was great and with their versatility they could adapt to any which role... look at Laurie as George and House.
They have the writing and delivery to remake this.
Why do a remake? The advantage of audiovisual material as opposed to theatre etc. is that one can keep it for a very long time and watch the original.
I feel like hugh Laurie would be best for sir Humphrey..

it will take time for women to grow up and get in university, the two of them. Then get into the civil service and get to position they want. TBH, I guess 25 years is a realistic timeframe
What is an interdepartmental committee?
It's where different Government departments come together to discuss a matter that affects them all. Since such a committee will by nature have a diversity of views on the matter, it will take time to come to an acceptable compromise.

@@mansishukla6779 The problem with female prime ministers is there is a very small global sample size, on the global level the useless, criminally incompetent and frankly evil prime ministers make up about 90% of both sexes.
May is a Remainer who had to deliver Brexit while trying to meet the demands of both sides that won’t budge on issues. I don’t see Boris doing a better job at this time either...
Also how many other female PMs did the UK have besides those two? I think it’s a case of a small sample size.
