It would seem that natural law need only meet two conditions; the ordinance of reason and be appertaining to the common good. It is Constitutional laws and propositions of social contract that must need be proposed by competent authority and published as well as meet conditions of natural law. This gentleman conflates the two as if the forms were not mutually exclusive, but it seems clear that they can be, and probably should be stoic and stand alone.
I think you have a good point about the ordinance of reason and the common good; but I suggest there is a more fundamental principle that is necessary and that is first principles of philosophy i.e. self-evidential truths about being and goodness first and foremost.
The reason why it must be proposed by a person of authority is for the Natural Law to become Natural Law, instead of just Natural, or Natural Morality. The need for publishing the Natural Law is so that everyone are informed by the law and shall act in accordance with it. If the latter two are not fulfilled, it is not Law, but a System of Morality. Instead of Jurisprudence, it is Ethics.
This is where we're at now. We need to seperate from the unnatural law of man and learn to be self suffucient as the Amish... Or be forced to act scared to die and take vaccines etc...
