Filming anything from a publicly accessible area is lawful unless, when on private property the cameraman is asked to stop filming and to leave the private property .. an example of this is some shopping malls. Its hard (actually it isnt is it?) to see a police officer being so clueless about laws/acts that I'm sure, are taught to the police as part of their training or later training and are so EASILY found by doing a very simple search.
