I know this reply is a couple of months old by this point, but to clarify your question, the TurboGrafx-16 controllers themselves had built in turbo switches on the original system. Most TG16 emulators also seem to support turbo fire in a similar way compared to the original system, such as the Wii virtual console ports of TG16 games, Galaga '90 included.

I used to play Galaga ‘88 in the arcades all the time - I never used the dimension bombs because the game got too difficult too quickly.
