Hero society focuses on the flashiest and most powerful quirks (All Might, Endeavor, Bakugo, Todoroki), forgetting that a hero society can't survive without the smiles of its people. That's what people like Nighteye, Jiro, Deku etc. understood and that people like Endeavor don't get: being a hero is more than fighting baddies.
