Aisukage Hachiryu No that is actually her scalp, the hair is transparent to some extent. There IS hair there, but you can see through it. Otherwise it wouldn't be so defined, perfectly rounded, and it would have been the same color. Like you said, there IS hair there, but it's just transparent and you can see her scale through it...
