Some users get the There is no volume selected error just because the partition or volume has been selected by DiskPart ALREADY. Therefore, check if there is an asterisk (*) in front of the object you’d like to select, that means the partition has been focused on now. just do the next command format fs=ntfs

Tried it and formatted a 4TB HDD for 10hrs only to get the message when it reached 100% that format could not be completed. The solution was to use the "clean" command from diskpart to completely wipe the selected disk's partition table and then initialize disk from disk management, took less than 3 minutes, check it out.
