Carbon and glass. They are used to remove and keep oxygen from the steel as it melts while adding carbon to the metal. In ancient times this was done using stuff like grass, shoots, twigs, and held together with animal fats, greases, and tar (edit) the long plant fibers is why carbon tubes are found in true Damascus steel. It also helps that the iron blooms used to make wootz contained Vanadium which is used even today to enhance the strength of steel.

Glass is used as a flux. So that the steel does not come into contact with oxygen during melting ...
