+IittIe bee yes. it comes in through the foundation and channeled toward the sump pump system which is hopefully draining out the crawl space and AWAY from the foundation. otherwise the only other option is spending 10s of thousands of dollars digging up around the foundation trying to repair the crack and weakness in the foundation. A sump pump system is a better and more economical way of dealing with water intrusion issues in crawl spaces and basements. I will say that I would like to have seen them mention or do some kind of drying of the crawl space before installing that plastic barrier
