make the skill research development building upgrade the upgrade which reward contain スキル character. then you talk to the guy with the white coat (kinda forget his name) at the briefing room (the room which used almost anytime to progressing the story where emel and the twin navy stay). as for hi ougi you have to do certain sidequest first like fighting neko and her partner for destroyer and idol hi ougi
Tbh, my own problem with the Limits on this duology is the massive bizzarre of them with a few exeptions like the Trickster, Psychic and the second tech of the Destroyer, yet, I believe its more epic if the technique does massive damage, its cool and _Makes Perfect Sense_
