the bardo and vajrayana make sense to me... i see 'soul' as a level of consciousness

They exist in the realm of preta-loka, which is separate from the realms of gods, humans, and other beings.
In many Asian traditions, including Buddhist and Taoist, ghosts are acknowledged as spirits of deceased individuals, often needing compassion, guidance, or dedication of merit to help them move toward a more peaceful state. They are not considered deities or divine beings with the ability to bestow blessings or wield significant spiritual influence over humans.
The term "god" in Buddhist cosmology typically refers to beings in the deva realms, who are seen as part of samsara, the cycle of rebirth, yet are not inherently enlightened. These gods live pleasurable existences due to their good karma but are not beyond suffering or rebirth.
