I hate to break it to you but this guy just got banned for cheating 2 days ago. (Confirmed on his Twitter) It's not for sure but it's definitely possible that he is if blizz banned him.

He appealed it, they said they confirmed their findings that he was cheating and his account (the gold border main he was using) will not be getting unbanned, and will stay permanently closed. So yes its pretty safe to say he was cheating.
He didn’t cheat this hard before playing on NA server. But now he is confirmed for rage hacking on every forum in China. Besides his main got banned in the recent banwave, other two accounts of his have already been banned for hacking before. You can easily tell hes hacking from his Hanzo stat and recent gameplays. If anyone has different thoughts on this, just wait to see if blizz would unban him or not.

Some reports like voice communication toxicity they just ban based on number and frequency of reports to an account however, cheating is either an automatic process via detection that you've probably experienced in game yourself or a manual review prompted by reports. He was banned for cheating and so he was very likely actually cheating. Blizzard usually will investigate if someone claims they were unfairly banned. Hopefully they put it to rest so we don't have to wonder.
