The answer is quite simply both, and to a certin extent always has been as well in the more limited Russian offensives to take Bakhmut and Avdivka for instance. Although it's true up to now that the destruction of Ukraine's military took primacy over capturing land, it should be noted that obviously the whole purpose of destroying that army is so that eventually they can get to a point where a big offensive in which they can seize large swathes of territory is not only possible but relatively easy due to the lopsided advantage they now have gained from attriting the enemy army to death for the last couple years and perhaps this is the beginning stage of that point. By entering into Kharkov they speed up their capturing of land all across the active frontline most likely and it also will in tandem increase Ukrainian casualties since they'll be forced into fighting over a significantly wider area of land and that inherently implies more men being required as well as more casualties being taken. Yes of course this applies to the Russians too to a lesser degree but they have so many more men and resources to expend that it works to their advantage because what they accomplish is their enemies running out of men and material sooner than they would otherwise while there's barely a dent made in their own supply of such things. Also putting pressure on Kharkov/Sumy regions in particular could wind up threatening the ability of Ukraine to logistically support their men in the Donbass because most of the cross dneiper supply routes that lead to that region stretch through there or are right by those oblasts, in particular they're almost all concentrated around Poltova which is one massive choke point that would almost immediately end the war in Russia's favor should they capture it.
Could this be a feint? I mean they said Russia has 50,000 troops in the area. It took more than 50,000 to take Bakhmut which is a much smaller city. Kharkov is Ukraine's 2nd largest city. They're gonna need at least 150,000 if they want to take Kharkov.

This whole operation seems like diversion for attack on Odessa because 50000 men can't take Kharkiv a city with around 1.8 million people.
